The daytime curfew takes effect at 0800 to 1800 local time. A night curfew remains in effect from 2200 to 0400.
Telephone services remain intermittent and mobile phone services are non-operational.
The government arrested 100 more political activists in overnight raids in Kathmandu Valley.

Opposition political parties are scheduled to hold a large anti-government rally in Kathmandu today. The planned rally defies a ban on protest actions.
The government has imposed extraordinary security measures in the last five days due to concerns that the rally would be infiltrated by Maoist rebels.
If the planned protest proceeds, it may affect the following areas: Ratna Park, the vicinity of the Royal Palace, Singha Dubar, Putalisdak, Prithvipath, New Road, Bagbazar, and Thamel. This protest may become violent.
Travel Advice
1. Essential business travel only to Nepal. However, foreigners traveling to the country are advised to ensure access to alternative means of communication for the duration of their stay.
2. International SOS Members currently in Nepal should heed curfews and local security directives, and minimize non-essential local movement.
3. Companies and organizations with staff in Nepal are advised to account for all personnel in country. Companies should establish alternative communication lines and reporting protocols for staff during the period of heightened tension.
4. Foreigners in country are advised to avoid military sites, police posts, and Village Development Committee (VDC) locales. Visits to government offices and key vital government assets should also be avoided.
5. Visitors and expatriates are advised to avoid, where possible, locations where protests either are, or are likely, to occur. During periods of civil unrest travelers are advised to maintain a low profile and minimize non-essential local travel.
6. Avoid travel to districts outside of Kathmandu Valley and key tourist locations such as Pokhara and national parks. Foreigners should use local guides and use established tourist trails when visiting national parks.
7. Avoid land travel outside of Kathmandu Valley. Domestic travel should be done by air.
8. Be aware of the threat of extortion when traveling to tourist spots. Demands for payment should be negotiated.
9. Staff and family members in Nepal should keep preparations for a withdrawal or emergency evacuation up-to-date.
10. Expatriates should ensure access to basic necessities such as food, fuel and medical supplies, as well as alternative sources of power and means of telecommunications (satellite phones) at all times.

Six security men killed in Maoist attacks in Nepalgunj
At least six policemen were killed when armed Maoist militants simultaneously attacked two security check posts in the mid-western town of Nepalgunj, Banke district, on Friday evening.
Reports coming in from Nepalgunj said three policemen were killed in a Maoist raid at a police post at BP Chowk at around 6:00 p.m. while three policemen were killed at Jamuniya police post near the Nepal-India border about the same time.
One policeman working at Jamunaha post died while being rushed to the hospital. Two policemen of Jamunaha were injured in the rebel attack, reports added.
The authorities are yet to comment on these incidents.

尼泊尔的安全问题完全没有必要去考虑,这是一个对外国游客友好的地方,任何政权和反政府武装都不会侵犯普通游客的空间,除非少数探险级的外国人误入了局部战斗。我在两次所谓局势紧张的时期,分别进入了这个国家,完全感受不到战争的阴影,相反,荷枪实弹的军警倒是难得的人生经历。劝楼主更加注意生活在深圳的日子,小心过马路,晚上不要单身出门,小心盗贼和骗子。
因为有一条是关于单身女性安全的报道,所以会更加注意的,那个离加都8公里的公园应该人也不少吧,不知如果自己租车骑的话会更安全还是更危险呢?主要是不想父母担心呀!
以上登山鞋的回帖几乎是去过尼泊尔的所有的朋友的一致看法,所以不必太过担心.
但是,你的这个帖子还是给我们即将踏上尼泊尔征程的朋友敲响的警钟!所以我的建议是:
1/克服心理的恐惧,毕竟政府军和反政府武装都有保护游客的协定
2/但是也不能大意,具体办法是:尽量结伴通行,不要单独行动
3/找挑夫和导游都尽量通过正规的旅行社和有资质的机构,不要私自请陌生人做向导或挑夫.

1. 黄药师的建议很对, 尤其是第三点, 起码导游自己不会把自己往枪口上送, 而且正规代理会帮你办进山证 (ENTRY PERMIT), 你的行踪会在大使馆备案, 万一有意外, 多个求生的机会...当然也有人为了省那点代理费, 进山证费, 和导游费而私自进山的, 这个就自己考虑了...(P.S.: 如果要办进山证, 最好自备证件照一张; 正规导游会有导游证, 最好出发前查看一下; 导游通常可充当挑夫, 事先可谈好)...
2. 另外, 加都谷地 (KATHMANDU VALLEY) 是政府军的地盘, 相对比较安全, 各个交通要道和主要旅游景点都有荷枪实弹的军人把守. 如果届时陆路无法通行, 还可考虑乘飞机往返加都和博卡拉, 不过那就要看你有没带够米了, 如果政局不稳定又铁定前往, 建议多带点资金. 如果资金短缺, 可考虑电汇, 在加都和博卡拉都看到有西联汇款 (WEST UNION), 在深圳也看到有农行网点代办西联汇款的, 如果觉得有必要, 出门前可先到农行西联网点了解一下, 有备无患...多个求生的机会...

我二月中下旬也有到尼泊尔的计划。昨天,听银翘说尼泊尔最近局势大乱,不适宜前往,又想到磨房不少驴友将在春节前往这个国家,正想发贴提醒大家小心。
看到土拨鼠的回帖,心里感到踏实一点。但也许这种安全感是来自于男性某些天生优势,不知道一个女性独行背包客在尼泊尔是否也会同样安全呢?

警察有权开枪
尼泊尔王国政府20日早宣布,加德满都及其郊区勒利德布尔早8时至晚6时实行戒严,禁止集会。政府工作人员必须在戒严开始前抵达岗位。
尼泊尔政府从16日起在加德满都谷地部分地区实行无限期宵禁
,19日宣布把宵禁时间提前至从晚9时开始,次日凌晨4时结束。在此期间,警方人员有权向任何违反宵禁令者开枪。
