Who withdraw cash by china bank union(union pay) card in India?

Website of bank union indicate that bank card(debit card) with bank union's logo can withdraw cash from citibank's ATM,but i tried many times, failure.
The card only can be insert more than half, can not been push in completely,and then ATM require pull out the card to continue,next step is choosing language,next is input personal ID,is that the password of bank card?after key in the amount,connecting,and then fail.
