If your student have not received the cards, I believe they can contact you (I assume they are your student) if they can.
What personal data you talking about ? date of birth ? Name? or the wrong address and phone number ? like you, don't even put your name in your ID, did you read the post carefully, their certification date is more than a year, and they didn't contact me for the cards, and PADI is asking me to find this 2 divers, if is you what will you do ? contact the local police? Stay there and wait for them to contact you ? or i think most likely you will not do anything about it at all, use your brain again, i can understand if you don't have one.

I will suggest maybe you can ask the PDAI send the Card to your shop first, they might contact with you when they remember they didnt get the card...
