Follow up on incidents at Piedrahita – 7 Jul 2011

Following the tragic events of yesterday with two fatal accidents involving Argentinian pilot, Francisco Vargas and Chilean pilot Eitel von Muhlenbrock, the championship organisers are continuing to gather information and to keep Team Leaders informed.
The organisers do not intend to speculate on the causes of either of the accidents, but can provide some additional facts.

Flying conditions were mild yesterday, with light winds, blue thermals and relatively low thermal tops.

In the first incident, the pilot was flying low along the ridge. The glider was seen to suffer a frontal collapse, horseshoe and fall in a stable parachutal stall. Close to the ground, the wing spun and the pilot impacted the ground. No reserve parachute was deployed.
In the second incident, the pilot was flying towards goal at altitude. The glider was seen to suffer a frontal collapse, immediately followed by a large cravat and high velocity spin. The reserve parachute was not deployed before the pilot impacted the ground.

The organisers reported yesterday that there were three further minor incidents involving the deployment of reserve parachutes. The organisers would like to clarify that they do not consider reserve deployments to be minor incidents; the meaning was that the outcomes of these incidents were minor. In fact, there were four confirmed reserve deployments and rumours of a fifth, but no supporting evidence. Apart from the two fatalities, we can confirm that all other competition pilots landed safely and were uninjured. The confirmed pilots who deployed their reserves were: Valter Paduano, Luxemburg, Ronny Helgesen, Norway, Steban Novoa Smith, Colombia and Marina Olexina, Russia.

There was a reserve deployment in Task 1, about 3km west of launch, after which Chinese pilot Xiangping Hou landed in a tree. She was extracted unhurt, by the mountain rescue team, but her glider was damaged. During the practice task, Marko Hrgetic, Croatia deployed his reserve parachute and landed safely.
Two further deployments were reported on registration day. One was Etienne Coupez from Luxemburg, the other is unknown, but understood to be a competition pilot. No injuries were reported.

We would like to thank the local medical teams, police and staff of the town hall for their considerate and efficient work in expediting the investigations and necessary paperwork as swiftly as possible, in order to allow the deceased pilots to be flown home.

Once again, the organisers, the attending FAI Officials and the FAI president wish to express their deepest sympathies to the families and friends of both Francisco Vargas and Eitel von Muhlenbrock.

很怀念以前飞伞不用带副伞,玩得也很开心,滑翔伞的滑翔比不应超过5,弦展比不应超过4.这样的伞就安全了,配副伞也是多余的。任何提高滑翔性能的努力是对大多数人的不道德,是种商业诈骗,所有靠提滑翔比,弦展比提高性能的新产品都在鼓吹安全性能的提高,无耻!骗子!

SUSPENSION OF CERTIFICATION – COMPETITION CLASS PARAGLIDERS
Due to recent incidents at the 12th FAI Paragliding World Championship in Piedrahita, Spain the CIVL Bureau has temporarily suspended the certification of Competition Class Paragliders with immediate effect.
This suspension means that paragliders classified as Competition Class under Rule 12.1.1.2 of Section 7B of the FAI Sporting Code are not permitted to fly in FAI Category 1 championships for the period of the suspension.
Organisers of FAI Category 2 events are also strongly advised to consider whether Competition Class paragliders should be permitted to compete in events with racing tasks for the period of the suspension.

Yesterday the CIVL has published the following decision:

From the Paragliding World Championships website:

12th FAI World Paragliding Championships come to a close.
As a result of the tragic events in the second task of this FAI event, and after due consideration of all the information available, the CIVL Bureau has decided, under its executive powers, and with the full support of the FAI Executive Board, to suspend the certification of Competition Class Paragliders, with immediate effect.
As a result, the organisers have decided that it is not possible to continue with further tasks that meet the aims of World and Continental championships, as set out in the FAI Sporting Code. The two tasks flown to date are both valid under the rules and are therefore sufficient to meet the minimum requirements set out in Section 7B.
The 12th FAI World Paragliding Championship is therefore considered to have been validated.
The closing ceremony and prize-giving will be held tomorrow, Saturday, 8th July at 1pm in the main square. The CIVL President has thanked the safety working group formed by the pilots and team leaders, for all their work on developing ideas to improve safety. He believes there are some very useful ideas there that we hope the relevant CIVL subcommittees will follow up.
The Jury President, Vitor Pinto, and other CIVL Officials present have stated that, the organising team has made every effort to comply with the FAI Sporting Code which covers all aspects of competition rules and safety considerations for FAI 1st Category events. These include the new and complex rules introduced this year for Competition Class paragliders. “We greatly appreciate the excellent work of the organisers and we are all deeply disappointed that, through no fault of the organising team, that this competition has resulted in such a sad outcome, ”Mr Pinto commented. Competition Director, Steve Ham, also announced that the organising team is preparing a bid to run the first FAI World Paragliding XC Championship in Serial Class , here in Piedrahita at this time next year, “The CIVL President has told us that he welcomes the proposed bid and that the CIVL Bureau will be favourably disposed towards it,” he said.

As organizers of the XC-Open World Series we will follow the advice of the CIVL Bureau and not permit Competition Class paragliders in XC-Open events anymore. This will come into effect from the XC-Open Serra de Estrela e Mirandela on which will take place from August 27 to September 03 2011 in Portugal. For liability reasons we think there is no other decision possible. My own Competition Class paraglider will be retired and I will fly a Serial Class glider as well.

There are 4 pilots concerned who have registered with Competition Class paragliders for the 2011 XC-Open Serra de Estrela e Mirandela. We offer to support them to get a Serial Class wing from their manufacturer in time for the 2011 XC-Open Serra de Estrela e Mirandela or alternatively we will return the entry fee if they wish.

Our deepest condolences go to the families and friends of the two pilots who died in the paragliding World Championships in Piedrahita. Tato Vargas and Eitel von Muhlenbrock rest in piece.
