12 Chinese tourists detained over tiff with Aquino's sister
Manila - Twelve Chinese tourists were detained Saturday in the central Philippines following an altercation on a plane with a group of people that included the sister of the Philippine president, a police spokesman said.
The 12 tourists were aboard a domestic flight bound for the Cebu City, 585 kilometres south of Manila. Also on board was a group including Ballsy Aquino-Cruz, the sister of President Benigno Aquino III.
Police Chief Superintendent Agrimero Cruz (no relation) said the tourists allegedly became unruly during a game hosted by flight attendants.
Cruz said two of the tourists allegedly grabbed the collar of Eldon Cruz, the president's brother-in-law, after they were reprimanded for rowdiness.
Aviation police immediately detained the 12 Chinese tourists upon arrival at Cebu international airport, pending an investigation.

MANILA, Philippines – Twelve Chinese were detained at a Cebu airport after they figured in an altercation with the husband of Ballsy Aquino-Cruz, sister of President Benigno Aquino III, while onboard a Cebu Pacific aircraft.
Authorities said Ballsy and her husband Eldon Cruz were onboard Cebu Pacific flight no. 5J-563 headed to Cebu when the incident happened.
Ballsy said 2 Chinese nationals, who were seated behind them, grabbed Eldon's shirt collar after the Chinese were reprimanded for being rowdy.
The crew as well as several passengers also reprimanded the Chinese passengers.
“They weren't careful about hitting anybody. My husband just said, 'Be careful'. Suddenly, they grabbed his collar,” said Ballsy.
The 2, together with 10 companions, were immediately detained upon landing at the Mactan Cebu International Airport for questioning.
The crew of Cebu Pacific also alerted aviation security about the incident.
“I don’t like this happening to other people. I don't want foreigners treating our own citizens that way,” Ballsy said.
Investigations are being conducted by aviation security. They have yet to release a statement regarding the incident.

CEBU CITY (Updated 4:43 p.m.) -- Authorities invited for questioning Saturday 12 Chinese journalists after receiving a complaint from a brother-in-law of President Benigno Aquino III.
Lawyer Eldon Cruz, husband of Ballsy Aquino, said they were disembarking a Cebu Pacific plane bound for Cebu when one of the Chinese nationals stepped on his foot, and then another collared him.
The incident took place while the Cebu Pacific flight 5J 563 was still flying and about to land at the Mactan-Cebu International Airport Authority (MCIAA) past 9 a.m. Saturday.
Cruz and his wife were in Cebu to attend the wedding of a daughter of a Chiongbian family.
The Chinese journalists were reportedly invited by the Department of Tourism (DOT) to see for themselves what Cebu is all about and write about Cebu's role in Asia Pacific.
The journalists were reportedly filming some good views of Cebu with DOT officials when the incident happened, said MCIAA General Manager Nigel Paul Villarete.
Officials of the Chinese consulate in Cebu, together with Villarete, Philippine National Police (PNP) Regional Police Office Deputy Director for Administration Samuel Yordan, PNP Camp Crame Senior Superintendent Arturo Evangelista, Regional State Prosecutor Fernando Gubalane, and DOT-Central Visayas Director Rowena Montecillo, held a close-door meeting at the MCIAA Public Affairs Office to discuss the case.
Montecillo refused to be interviewed but promised to give statement after their emergency meeting.
The officials said they are taking extra precaution because the case involved high personalities.

CEBU CITY -- Twelve Chinese journalists were held for questioning for several hours at Mactan-Cebu International Airport Saturday after a flight attendant complained on behalf of presidential sister Ballsy Aquino-Cruz and her husband Eldon Cruz.
Senior Superintendent Arturo Evangelista, deputy director for administration of the Philippine National Police (PNP) Aviation Security Group, said the Cruzes reported that while they were on board Cebu Pacific flight 5J-363, traveling from Manila to Cebu, the Chinese nationals kept taking video of the passengers.
Evangelista said that because the video cameras were held over their heads, the Cruzes cautioned them to be careful as the gadgets might fall on them.
However, one of the Chinese journalists allegedly collared Eldon and another stepped on his foot.
The flight arrived in Mactan airport at 9:15 a.m. Saturday. The Cruz couple was in Cebu to attend the wedding of one of the children of businesswoman Elena Chongbian Young.
At the wedding reception at Cebu International Convention Center (CICC), Ballsy granted an interview with ABS-CBN TV Patrol.
"Natakot ako kasi (I was afraid that) the camera might fall on us so sabi namin (so we told them), 'Careful, careful'. After that, nagulat na lang kami, kinwelyo nya yung husband ko (we were surprised when one of them held my husband's collar) and said, 'Sh_t'," Ballsy said.
The President's sister said they are not interested in filing a case against the Chinese nationals but would want them to respect Filipinos.
"I just want them to learn that they shouldn't act that way because they are in our country," Ballsy said.
Only two of the Chinese media men, the ones who allegedly attacked Eldon, were invited for questioning by the Police Center for Aviation Security (PCAS) Central Visayas, but the rest went with them to show moral support.
They were later identified as Yang Han and Mailiyasi.
Evangelista said that flight attendant Lorian Francisca Catimbang saw what happened and asked Eldon if he needed assistance. But Eldon did not seem interested in filing a complaint.
However, Catimbang reported the matter to the pilot, who then called for assistance from the Civil Aviation Authority of the Philippines (CAAP). PCAS-Central Visayas personnel responded to the call.
Evangelista said the 12 Chinese journalists came to Cebu upon the invitation of the Department of Tourism (DOT).
DOT-Central Visayas Director Rowena Montecillo, who was present during the investigation, promised to give a statement later to the media about her agency's invitation to the Chinese nationals.
No statement was issued as of press time Saturday night.
The investigation was hampered by the fact that the Chinese nationals did not seem to speak English, and a Filipina tourist guide who tried to interpret for them spoke only limited Chinese.
Evangelista and MCIAA general manager Nigel Paul Villarete called a press conference and said that Yang Han and Mailiyasi were escorted by Bureau of Immigration (BI) officers to Manila on board Cebu Pacific flight 5J-570.
They left Cebu for Manila at 5:35 p.m.
"Upon arrival in Manila, they will be met and received by authorities from the Bureau of Immigration, Department of Justice (DOJ), Department of Tourism (DOT) and the Chinese Embassy," Evangelista said.
Lapu-Lapu City Prosecutor Evangeline Gicale was in Cagayan de Oro City when she received a request from the DOJ to conduct an inquest investigation on the Chinese nationals, based on the complaint of Eldon Cruz.
Gicale said he rushed back to Cebu to join her assistant prosecutor and Regional Prosecutor Fernando Gubalane. However, Gicale said there was no inquest investigation due to the lack of complainants.
Evangelista said he and Villarete sent off the Cruzes, who took a flight back to Manila past 4 p.m. Saturday.
There was a closed-door meeting with officials from DOT, DOJ, National Bureau of Investigation, PNP, PCAS and BI before they decided to send the two Chinese journalists to Manila. (Sun.Star Cebu)
